Action Party The Citizen's Action Party is one of Costa Rica's newest political parties, founded in 2000. It was created in an attempt to challenge the status quo. The party's main objective is, "the defense of liberty and the promotion of justice and common good, in order to maintain an environment of peace and to create favorable growth for the country in all areas." Members are tired of the control, and claimed ineffectiveness of the Social Christian Party (PUSC) and the National Liberation Party (PLN). PAC holds 13 seats in the legislative assembly, and was responsible for a run-off in the 2002 presidential election where candidate Otto Solis earned 26 percent of the popular vote.
